when registering a new jutsu it should look like this

Jutsu name:Fire style:head held ball of fire

Effect:it is a ball of pure fire

Drawbacks:it will burn your hand at genin it will be a third dreege burn at chunin 2ed drggeat jounin there is no burn

that strong of jutsu cant be held by a genin and fire masters are uchiha

no it requires fire chakra and it is like Chidori but with fire and by fire master i mean soem with very good chakra control and with fire chakra

thier is no such thing as fire chakra unless you talking about demon chakra...and it is impossible for a genin to master that chakra in short time
